St. Anthony man arrested for two statutory rape counts

ST. ANTHONY - Police have just closed a several month investigation and have arrested 36-year old Richard Brotzman.

Brotzman has been charged with two counts of statutory rape.

He was arrested at his home Monday evening and is currently being held on a one-thousand dollar bond.

Brotzman is a St. Anthony resident.

Idaho law allows state agencies to divert some state income tax refunds to pay legal obligations like court fees, child support, and sheriff's garnishments. Taxpayers whose refunds have been diverted have no legal recourse. What do you think of the law?

  • Times are tight. If the state needs the money, this approach is better than budget cuts, tax hikes, etc.
