JEFFERSON COUNTY - The state has mandated that all counties change their voting procedures, but not everybody has yet.

Jefferson County is changing from punch cards to optical scans.

And to spread awareness, they're having a mock election at Rigby Lake.

"The oval isn't hard to vote. But change is always hard. We've had the punch card for many many years since 76. So now we want people to be comfortable and that it's easy," said Shonna Allred the elections chairwoman.

The county is also trying to make voting look more fun, to increase voter turnout.
